Plans sold directly by NJ carriers — sometimes cheaper if you don't qualify for subsidies.

When off-exchange makes sense

Off-exchange plans are ACA-compliant (same essential health benefits, same pre-existing condition protections) but sold directly by NJ carriers — Horizon, AmeriHealth, Oscar, and Ambetter all sell them. You don't enroll through Get Covered NJ; you enroll directly with the carrier.

You should consider off-exchange if: your household income is over 400% of FPL (so you don't qualify for a Premium Tax Credit anyway), you want a plan or network that isn't on the exchange, or you're trying to get a plan with a specific provider relationship that's off-exchange only.

You should stay on-exchange if: your income qualifies you for any subsidy — even a small one. Subsidies are only available on Get Covered NJ. We'll run the math both ways.
